Gulf Region Health Outreach Program


The Gulf Region Health Outreach Program (GRHOP) is a five-year program to strengthen the health care, health literacy, and resiliency of Gulf Coast communities affected by the BP oil drilling disaster. GRHOP was created from the health services portion of the recent BP settlement and is targeted to members of the settlement class and residents, especially the uninsured and medically underserved, of 17 coastal counties and parishes in Alabama (Mobile, Baldwin), Florida (Escambia, Santa Rosa, Walton, Okaloosa, Bay), Louisiana (Orleans, Jefferson, St. Bernard, Plaquemines, Lafourche, Terrebonne, Cameron) and Mississippi (Hancock, Harrison, Jackson).

GRHOP is grounded in a framework of community involvement that brings together four integrated projects: the Primary Care Capacity Project, Mental and Behavioral Health Capacity Project, Environmental Health Capacity and Literacy Project, and Community Health Workers Training Project.


As part of the infrastructure designed for GRHOP Alliance Institute has partnered with community based  organizations in each of the target states to ensure that residents of the Gulf region are fully informed about their own health and have access, now and in the future, to skilled, frontline healthcare providers that can address their physical, behavioral, occupational, and mental health needs. To that end, we will, in coordination with our partners, provide the following services across the gulf coast of the four target states (LA, MS, AL, FL): 

  • Assure local community participation from a number of sources in the assessment phase of the program for surveys, focus groups, etc.
  • Establish a coalition of community organizations, churches, etc., within the target footprint of each proposed health center to provide ongoing input and feedback on services provided by the center.
  • Provide capacity building trainings and opportunities to community based organizations in communities served by the project in order that they might more fully participate in the provision of health care services within their communities.


Alliance Institute maintains that every community has a right to have its voice heard regarding issues and decisions impacting their quality of life. Following the Deepwater Horizon disaster, Alliance Institute hosted listening tours with affected coastal communities to highlight the lack of access to health care. Along with the Robert F. Kennedy Center for Justice and Human Rights, we began work to increase access to health care in the impacted states. That work has grown into the community involvement portion of GRHOP.

Alliance Institute has partnered with community based organizations in LA, MS, AL, and FL to assist in implementation of the program. Our partners receive ongoing training and organizational capacity development to increase the opportunities and efficacy of resident voices in the impacted communities covered by GRHOP.
